Your main priority should be battery life and weight, upgradeable RAM/SSD. For development, databases and light Docker work, look for sustained performance, 16 GB RAM and NVMe SSD before paying for an extreme tier. For the selected activities, you do not need a dedicated graphics card; paying for one can raise cost and reduce battery life without a clear benefit.
